Bloomberg News Trading Algorithms - Are they really Faster?

While digging thru Bloomberg I saw the following in the Algorithms section. I took a snapshot to share here...They claim the example client got filled because the order sat on the Bloomberg Server. Do not have Trading enabled on this terminal but wonder if this is true....
